Biography/Background
Andrew Murray is a seasoned engineer with a wealth of experience in both civilian and military sectors. Based in Shelton, CT, Andrew served the Department of Veterans Affairs in Syracuse, New York, as a General Engineer from August 2018 to September 2023. In this role, he applied his expertise and professional judgment to assess, plan, budget, and engineer system solutions that align with the VHA mission of providing top-notch care for our nation’s veterans and their families.
At the Department of Veterans Affairs, Andrew excelled in engineering solutions, serving as a Federal Contracting Officer’s Representative. His responsibilities included developing technical specifications, overseeing construction activities, and collaborating with other Project Section staff to create comprehensive engineered design packages for contracted commercial construction.
Prior to his work at the Department of Veterans Affairs, Andrew showcased his leadership and engineering skills at Carrier Global Corporation in Syracuse, where he served as a Senior Mechanical Engineer from August 2011 to July 2018. In this role, he led engineering activities for new product development, cost reduction, and quality improvement programs for large commercial and applied HVAC equipment.
Andrew's military background is equally impressive. Commissioned as a Civil Engineering Corps Officer in the United States Navy Reserve in 2019, he recently completed a Global War on Terrorism expeditionary deployment (2022-2023) and is currently billeted with a Regional Command in the Pacific Area of Operations. His military experience extends to his service in the United States Navy, where he held various leadership positions, including Joint Task Force Engineer from August 2022 to February 2023. In this capacity, Andrew served as a department head with a forward-deployed Task Force in the CENTCOM AO, advising the O-6 commander on general, combat, and geospatial engineering considerations.
Andrew holds an EIT License (Vermont) since 2008 and a P.E. License (New York) since 2024. He possesses a diverse skill set, ranging from applied psychometrics and fluid dynamics expertise to federal contracting and project management with a Fortune 500 company. He is a results-focused leader with effective communication skills, both in corporate and military environments.
Beyond his technical skills, Andrew has demonstrated proficiency in software and tools such as Microsoft Office, SAP MRP, CreoView, Creo, Windchill, AutoCad, Carrier HAP, and Trane TRACE 700.
